Overview
Salalah is the capital and largest city of Dhofar Governorate in southern Oman, serving as the administrative, commercial, and cultural centre of the southern region. With a population exceeding 300,000, Salalah is the second largest urban area in the Sultanate. The city is uniquely positioned in the Arabian Peninsula as the recipient of the annual khareef monsoon season from June to September, which transforms the normally arid landscape into lush green hillsides and creates a natural tourism phenomenon. Salalah’s economy is anchored by the Port of Salalah, one of the largest container transhipment ports in the region, as well as tourism, agriculture, and the frankincense trade for which the Dhofar region has been famous since ancient times.

Significance for Vision 2040
Salalah is pivotal to Vision 2040’s goals of balanced regional development and tourism diversification. The city’s khareef season attracts hundreds of thousands of tourists from across the Gulf region, demonstrating the revenue potential of nature-based tourism. Vision 2040 aims to extend Salalah’s tourism season beyond the monsoon months by developing cultural, adventure, and heritage tourism products year-round. The Port of Salalah’s transhipment operations contribute to Oman’s logistics hub ambitions and generate non-oil export revenues. Salalah’s agricultural sector, benefiting from the monsoon moisture, supports food security and rural livelihoods. Developing Salalah as a strong secondary urban centre reduces economic concentration in Muscat and provides southern Oman with the services and opportunities needed to retain its population and attract investment.
