Overview
The Vision 2040 Implementation Follow-Up Unit (IFU) is the dedicated coordination body within the Oman government responsible for monitoring and advancing Vision 2040’s implementation. Operating under the Supreme Council for Planning, the IFU coordinates across all ministries and government entities to ensure Vision 2040’s priorities, targets, and programmes are translated into operational plans and measurable results.
Core Functions
KPI tracking: The IFU monitors Oman’s performance against all Vision 2040 indicators — the 70+ KPIs covering all four pillars and 12 priorities. This involves collecting data from NCSI, international organisations (World Bank, UNDP, IMF, WEF), and sectoral ministries, then presenting a consolidated view of progress against targets.
Annual Progress Report: The IFU produces the annual Vision 2040 Progress Report — the authoritative official document on Oman’s progress. The 2024/2025 Progress Report (the source for much of this analysis) is a 183-page document covering all priority areas, highlighting achievements, and identifying challenges.
Ministry coordination: Vision 2040’s implementation spans all major ministries. The IFU coordinates to prevent silos, resolve conflicts between ministerial plans, and ensure that cross-cutting priorities (Omanisation, digitalisation, sustainability) are implemented coherently.
Programme management: The IFU oversees the National Programme architecture — the specific programmes and projects through which Vision 2040’s priorities are operationalised. This includes Tashgheel, Tanfeedh legacy programmes, and new Vision 2040-specific programmes.
Reporting to leadership: The IFU provides regular reports to the Supreme Council for Planning and, through it, to His Majesty Sultan Haitham. This direct accountability line ensures that Vision 2040 progress is visible at the highest levels of government.
Structure and Governance
The IFU operates under the Supreme Council for Planning, with a Director General responsible for coordination across government. Each ministry and major government entity has an IFU liaison point — a designated official responsible for Vision 2040 reporting and coordination within their entity.
The IFU is not an implementing agency in its own right — it does not build infrastructure, run programmes, or provide services. Its value is in coordination, accountability, and information aggregation.
The National Programme
Vision 2040’s operational architecture includes a National Programme — a structured set of programmes aligned to each priority, each with designated implementing ministries, timelines, budgets, and KPIs. The IFU maintains the National Programme framework and tracks delivery against commitments.
