What is the Government Effectiveness Index? Definition and Oman Data

The Government Effectiveness Index measures the quality of public services, policy formulation, and government commitment to stated policies — a World Bank governance indicator tracked by Vision 2040.

Definition

The Government Effectiveness Index is one of six dimensions in the World Bank’s Worldwide Governance Indicators (WGI) project. It captures perceptions of the quality of public services, the quality of the civil service and the degree of its independence from political pressures, the quality of policy formulation and implementation, and the credibility of the government’s commitment to stated policies. The indicator aggregates data from over 30 individual data sources including surveys of enterprises, citizens, and expert assessments. Scores range from approximately -2.5 (weakest governance) to +2.5 (strongest governance), with percentile rankings providing cross-country comparability.

Oman’s Vision 2040 Data

~55th percentile (2017) → ~60th percentile (2024 est.) → Top 20 target (2040)

Why It Matters

Government effectiveness is the institutional foundation upon which all other Vision 2040 targets depend. Without competent, accountable public administration, policy reforms remain aspirational documents rather than operational realities. For investors, government effectiveness signals the reliability of regulatory commitments, the predictability of bureaucratic processes, and the capacity of the state to deliver infrastructure and services at the pace required by the national development plan.

Vision 2040 tracks government effectiveness alongside Regulatory Quality (another WGI dimension), Corruption Perceptions Index, and Digital Government Procedures to build a comprehensive picture of institutional quality. See the KPI Tracker for detailed progress analysis.
