Definition
Tanfeedh (Arabic for implementation) is the National Programme for Enhancing Economic Diversification, launched by the Omani government in 2016 to accelerate the transition away from oil dependence. Modelled on Malaysia’s Performance Management and Delivery Unit (PEMANDU), Tanfeedh used intensive lab workshops bringing together government, private sector, and civil society stakeholders to develop actionable plans for priority sectors.
Context in Oman
Tanfeedh labs focused on five priority sectors: manufacturing, tourism, logistics, fisheries, and mining. Each lab produced a detailed implementation roadmap with specific initiatives, timelines, responsible entities, and measurable KPIs. The programme also established a delivery unit to track progress and hold implementing agencies accountable. Among the key outcomes were the Oman Tourism Strategy, the expansion of Duqm SEZ, the fisheries and aquaculture development plan, and the mining sector modernisation programme. While Tanfeedh as a branded initiative was largely absorbed into the broader Vision 2040 framework after 2020, many of its initiatives and institutional structures continue to operate.
