Definition
Tashgheel (Arabic for employment or making work) is an Omani government initiative designed to accelerate the placement of Omani jobseekers into private-sector employment. The programme targets first-time jobseekers and recent graduates, offering wage subsidies, training support, and matching services to connect Omanis with private employers who have Omanisation vacancies to fill. Tashgheel was launched in response to rising youth unemployment and increasing public pressure for job creation.
Context in Oman
Tashgheel operates under the Ministry of Labour (formerly the Ministry of Manpower) and works in coordination with the National Employment Centre. The programme identifies unfilled Omanisation quota positions in private companies and matches registered jobseekers to those roles. Employers receive temporary wage subsidies to lower the cost of hiring and training new Omani employees. The government also provides short-term upskilling and vocational training to improve candidate readiness. Since its launch, Tashgheel has facilitated tens of thousands of placements, making it one of the most visible employment interventions in recent years.

Vision 2040 Connection
Tashgheel supports Vision 2040 human capital objectives by directly addressing the youth unemployment challenge.
