Trajectory Analysis
The Environmental Performance Index has deteriorated from 49.2 to 42.5, a decline of 6.7 points that moves Oman further from the top-20 target of 74.69. The gap of 32.19 points is the largest of any KPI in the Vision 2040 framework. This regression reflects worsening air quality, water-stress indicators, and biodiversity-loss metrics. Oman is the only Vision 2040 KPI where the current value is worse than the baseline, making this the most urgent area for policy intervention.
Risk Factors
Water scarcity is acute and worsening with climate change. Desalination energy costs remain high. Industrial expansion at Duqm and Sohar may further degrade air and marine quality. Waste-management infrastructure lags behind generation rates. Fish stocks in the Arabian Sea face pressure from overfishing.
Positive Signals
The National Energy Strategy targets 30 percent renewable electricity by 2030. The Oman Environment Authority’s new regulations tighten industrial emissions standards. Mangrove restoration and turtle-conservation programmes are expanding. The green-hydrogen strategy will reduce the carbon intensity of the energy system.

Yale and Columbia Environmental Performance Index, biennial composite of 40 indicators across 11 issue categories covering climate change, environmental health, and ecosystem vitality. Methodology was revised in 2022, which accounts for some of the apparent decline.
