Oman’s HDI of 0.847 (UNDP 2022) represents consistent improvement from the 0.821 baseline. The trajectory is broadly on track for the 2040 target of 0.908.

Life expectancy component: Oman’s life expectancy at birth has risen to approximately 77 years (2022) — strong relative to income level, reflecting decades of healthcare investment.

Education component: Improvements in SQU rankings and the 5 universities in QS top 500 are gradually improving the HDI’s education component.

Income component: Real GNI per capita growth depends on economic diversification — if GDP growth accelerates as Vision 2040’s diversification succeeds, this component improves.

On Track Assessment

HDI is the Vision 2040 indicator where Oman’s progress is most clearly on the required trajectory. The 2022 value of 0.847 already represents 28% of the remaining journey from 0.821 baseline to 0.908 target.

However, achieving top-20 HDI ranking (>0.908) requires competing with European and high-income Asian countries — the marginal difficulty of improving from 0.85 to 0.91 is significant.
